The U.S. company, Mallon Oil Company, yesterday filed a lawsuit against the minister of environment Rene Castro, demanding the signing of a contract to explore oil and natural gas in the northern zone of Costa Rica. According to Mallon Oil, the government violated constitutional principles of competitive bidding, free enterprise, acquired property rights, prompt and effective administrative justice and principles of reasonableness and proportionality. Mallon won a competitive bid in 2000 and paid the government a fee to explore hydrocarbons in the plains of San Carlos, Sarapiqui and Pococí for 20 years.
